From time to time the Bruhat Bangalore Mahanagara Palike (BBMP) implements various infrastructure improvements to areas in the city. For example, it builds roads where none existed before, it tars existing roads making them easier to drive on, it adds street lights, it builds underground drainage, etc. All these improvements to the infrastructure causes the value of properties in these areas to increase. In such situations, the BBMP charges Betterment Fees from the property owners. BBMP collects these fees from property owners because the infrastructure improvements directly cause the value of property to increase without the owners having spent any money out of their own pockets.

The BBMP collects Betterment Charges in Bangalore mainly for those areas that have been newly brought into its jurisdiction – for example, new land and layouts that previously fell under village limits. Property owners must pay Betterment Charges to the BBMP before Khata Documents can be issued on the property being registered.
